It looks like it works like an autogyro, with the rotor being unpowered, so you couldn't do a vertical takeoff with it.

It has blades on the top such as a helecopter the fan on the back is only to move it forward so technically could you not just use the top blades to lift off then the back ones to move forward and then you wouldnt need a runway

plus you would need a small runway to take off ... i e the road you are stuck on because of the traffic jam you are trying to get away from. Unles of course you have a runway in ur garden. All credit tho its a cool a idea!

There absolutely are restrictions on flying it. Vehicles above a certain weight class need to get FAA (or the equivalent in other countries) approval before even attempting any sort of "test flight." They are very strict too.
That aside, it doesn't look practical at all.
